Mogadishu Government Structure and Key Officials

Mogadishu is not only the capital of Somalia but also the country’s main political, administrative, and economic center. The city operates under a unique governance system. Unlike many capitals where municipal authorities are independent from regional governments, Mogadishu is governed through the administration of the Banaadir region. This means that the mayor of the city simultaneously serves as the governor of the Banaadir Regional Administration.

Because of this structure, authority in Mogadishu flows through several layers of government: the federal leadership of Somalia, the Banaadir regional administration, and the district administrations that manage individual parts of the city.

Federal Leadership of Somalia

At the national level, Somalia’s federal government plays a major role in the administration of Mogadishu. The president of Somalia appoints the mayor of the city, who then oversees the Banaadir Regional Administration and local governance structures.
